The Committee shall review housing issues and make recommendations to the City Council on ways to increase housing production. The Committee will focus on identifying both the constraints and opportunities in housing development within the City and will make informed recommendations to address housing shortages, affordability, and related challenges.
The HCOC was created to address the following and provide :
a. Review solutions in reducing constraints on housing construction;
b. Review policies regarding the distribution of costs between new development and current citizens;
c. Review engineers' cost estimates for development impact fees projects;
d. Evaluate the development impact fees needs list (i.e., capital projects); and
e. Other housing construction constraints.
